Funding Opportunity Announcements (FOAs)
The Office of Science requires that all applications for financial assistance be submitted through Grants.gov in response to an open Funding Opportunity Announcement (FOA). The Office of Science does not accept unsolicited applications for financial assistance.
The Office of Science maintains at least one continuously open Funding Opportunity Announcement, inviting applications for new, renewal, or supplemental support of research in areas of interest to the Office of Science. A new Announcement is usually posted immediately after the beginning of each Federal Fiscal Year on October 1.
Please read the FOA carefully to determine if you and/or your organization are eligible to apply. DOE National Laboratories, other Federal agencies, other Federal agencies’ Federally Funded Research and Development Center (FFRDC) contractors, and non-profit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engaged in lobbying activities after December 31, 1995, may not apply under the annual FOA.
In limited circumstances, described in each FOA, different eligibility standards may apply:
- Per some FOAs, DOE National Laboratories are eligible to apply.
- Per some FOAs, Other Federal agencies and their FFRDC contractors are eligible to apply.
- Per some FOAs, limit eligibility to domestic organizations only.
If an FOA permits a DOE National Laboratory to apply, the DOE National Laboratory will be funded through its management and operating (M&O) contract. The DOE National Laboratory must submit an Application for Federal Assistance (SF-424 (R&R)) through Grants.gov to be funded under such a FOA.
If an FOA permits other Federal agencies to apply, the other agency will be funded through an interagency agreement. Other Federal agencies must submit a SF-424 (R&R) grant application through Grants.gov to be funded under such a FOA.
If an FOA permits other Federal agency FFRDC contractors to apply, the FFRDC must include an authorization from its cognizant Contracting Officer in accordance with FAR Part 17.5. Other Federal agency FFRDC contractors must submit a SF-424 (R&R) grant application through Grants.gov to be funded under such a FOA.
DOE National Laboratories may wish to apply to announcements listed under Open National Laboratory Announcements.
